I am sure there used to be a stencil looking font . . . the kind you see on packing cases or military notices created by spray painting over a stencil . . . but I can't find it.
Any suggestions?

Included in FCP is Octin Spraypaint and Octin Stencil fonts. They both have several available weights. Gaz look like it could be spraypainted but it is not technically a stencil font.
You may be thinking of the Impact font, but if not, you an always download fonts from a number of websites, paid and free.

I believe Impact used to look like that but now it appears as a simple bold smooth font on my Mac.

I have just checked and it must have been quite a while ago when it changed as my Catalina Mac has Impact looking the way it does today.
Maybe the font I can remember was not Impact or perhaps there were several versions but this is more or less how I remember it and how it is today.
Make sure that the font is loaded onto your systems. I was having a problem with a font not looking right. When I went into Font Book I found that it was not downloaded on to my Mac, even though it was listed in Font Book.
Yeah, Impact changed I think with macOS 26 to something less Stencil-like.
