I respectfully disagree. ANYTHING that uses energy gets warm. When it stops using energy it cools off. Which is exactly what Spider2024 described.
It’s called the Second Law of Thermodynamics. Anything that creates or uses energy does so with some loss. That lost energy is expressed as heat. So when you charge the phone it generates heat in the power source, heat in the charger circuit in the phone, and heat as the energy goes into the battery. The faster the charging, the more heat is generated. Likewise when you discharge the battery; not all of the energy from the battery gets to the circuits that use it. Some of it becomes heat. In particular, fast charging with a 20 watt or higher power source will cause any smartphone to get very warm, so warm it may have to pause charging to cool down after 30 minutes or so.
If you use the cellular network for voice or data, converting energy to radio frequency signals is very wasteful; only about 30% of the energy that goes into the network components comes out as radio signals, the other 70% becomes heat. And signal strength matters; a 1 bar signal requires that the phone boost its transmitter power to maintain a connection, and it isn’t linear. 1 bar uses 10 times as much energy as 4 bars. You didn’t mention your phone model, but an iPhone 12 or newer (including SE 3rd edition) with a 5G signal uses about twice as much energy as an LTE signal to maintain a connection.
And some apps use a lot of energy, and thus create more heat. Examples are streaming video or audio, or interactive video games. Also apps like Facebook, Instagram, TikTok, Snapchat that use video streaming.

Yes, that is within the range of normal. If it gets too hot to hold or gives you a message that it is going to shut down because it's too hot, that could indicate a problem.

When you use your phone, the battery is working harder. When a battery works harder it generates heat, which is called Thermal Exchange. It's completely normal for a phone to become warm when it's being used. Using the camera, streaming music/videos, surfing the internet - all make the battery work harder.

Troubleshooting an Overheating iPhone:
I. Friction:
If in your pocket and moving about, then expect heat from friction and movement, eventually leading towards hardware damage (which is what using a cover is all about preventing).
II. Processes Being Taken Up:
There are likely too many processes taking place. So, power off the phone, to let it cool, and then try clearing space. Have you recently filled you iPhone storage? Having low available storage can most certainly case overheating. process are likely taken up
Perform the following:
III. Cool Down the iPhone:
For a few hours, perform the following...
then...
IV. Clear Space Using my User Tips:
See if you need to clear lots of space. System resources may be using up too much services, making it overheat. Internal storage cannot be upgraded. It is what it is. Overheating iPhone in Use:
A. End Processes and Clear Space:
There's probably lots going on, or it is almost full of storage. So, refer to II. and IV. in my prior reply for that.
B. Force Restart:
Save what need be, and then perform a Force Restart. Go Here: Force restart iPhone - Apple Support
C. Unplug All Items:
If anything is plugged into your iPhone, unplug it.
D. Disconnect form a VPN:
If you have any VPNs turn on, the turn the off.
If no luck...
E. Set up a Genius Bar Appointment at your local Apple Store. You might be required to provide a proof of purchase. IMPORTANT: Back up your iPhone prior to bringing it in, if you can handle the temperature. Use a computer to perform the backup, as it will be backed it up in-full.

I might stand corrected.
Just how "warm" is "warm"? I guess it depends on how "warm" "warm" just is. "Hot" or "Burns", I guess, would be more applicable, in terms of my replies (1 and 2). They're all adjectives, and one can only guess, when it comes to replying. After clarification by the OP, my second reply is all about it being warm while in use --not powered off.
