An app is blocked after exceeding its daily time limit

I have problem with app - getting message that app is blocked and you have exceeded your daily time limit. Further icons on the dashboard a timeglass appears. How do I fix this issue?

Why is TikTok still banned in the App store Tiktok is unbanned for people who never deleted the app, but I deleted the app thinking it would be gone forever but today i see that its unbanned. when i go to the app store trying to download it, it says its still banned.
