Wi-Fi Calling Not Working:
A. Recent Cellular Outage:
Does Cellular work? Note that there is/was a major Cellular service outage (Verizon, and some reports of AT&T). So, if Cellular is having issues, then that is the potential culprit.
B. Carrier Restrictions:
Be certain it is an option that your Carrier provides. Start Here: Wireless Carrier Support and Features for iPhone - Apple Support
C. Turn Off VPNs:
Do you have an VPNs turned on? Of so, turn them off.

Try a Restart:
Verizon (and reportedly AT&T) has/had a Nation-Wide Outage:
Why the issue? Well, it's probably no mere coincidence that there is/was a nation-wide Verizon outage. Wi-Fi is not Cellular, but it might a service provided by the same company. So restart your iPhone (along with all of your other device that may have been affected by this): Restart your iPhone - Apple Support
Source: Check Network Status - Verizon
As it Reads: "The outage has been resolved. If customers are still having an issue, we encourage them to restart their devices to reconnect to the network. We sincerely apologize for the disruption."
WiFi Call is a carrier-specific feature. Contact your Carrier (Cellular Service Provider), the agency that issued the SIM / eSIM to you. --> Make a call with Wi-Fi Calling - Apple Support (IN)

So, can you make and receive calls? If not, then you still need to wait for services to be up.
