My iPhone is frozen and won’t shutoff or restart and talks to me. It has accessibility at the top of the screen

iPhone 13 Pro Max is frozen while turned on my wife’s iPhone has frozen while on. Can’t turn it off can only swipe down but non of the buttons work.
