Is this a third party mouse? And does that mouse use third party software to manage that mouse? If so, then you need to make sure to update that third party software and make sure that software is fully compatible with 14.8.3.
I've seen numerous posts on this forum recently about Logitech software for their mice & other products break with various macOS update patches.
It is up to the third party manufacturers & developers to make sure their hardware & software work with every macOS update even if Apple broke things.....it is unlikely Apple will provide any fixes, at least don't wait for it.....contact the third party manufacturer or developer.
Edit: If you mean the built-in Trackpad, please be more specific. In that case, run the third party app EtreCheck and post the complete report here so we can examine it for possible clues.

FTC Order Will Ban Avast from Selling Browsing Data for Advertising Purposes, Require It to Pay $16.5 Million Over Charges the Firm Sold Browsing Data After Claiming Its Products Would Block Online Tracking
FTC says despite its promises to protect consumers from online tracking, Avast sold consumers' browsing data to third parties
Once this type of software are installed and embedded into the computer
Start Over from Scratch
Heavy Handed ? - Yes
Effective in removing the AV Software ? - Yes
You can spend hours or days hunting down all the bits and pieces of this software and never really get it all off the computer
For Apple Silicon computer >> Use Disk Utility to erase a Mac with Apple silicon.
For Apple Intel computers >> Use Disk Utility to erase an Intel-based Mac followed by How to reinstall macOS
Always make a Time Machine Backup before proceeding
Emphasis on User Account Only
If going this route - I suggest Not using Startup Assist to migrate everything back.
This will probably Re-Introduce ( Avast ) back into the Operating System .

I don't know how @Owl-53 got anything out of that EtreCheck report which lost all of its formatting.....I stopped reading it when I saw it a compressed together. Kudos to @Owl-53 for finding anything relevant in it.
You definitely should uninstall Avast by following Avast's instructions. Afterwards run a new EtreCheck report & post it here so we can be sure Avast was completely removed. A lot of times the developer's uninstaller will leave critical pieces of their software behind.
If you want others to review the EtreCheck report, then please repost it using the instructions in the article I linked previously......and am linking here again:
