No access to web browsers

My wife’s iPhone 16 can’t use web browser (she has parents control with our foster child age 13) but now she can’t access web browsers because you must be 16, and her age settings is way over the age of 16😉 but still no access.

we have tried changing age settings, turn phone off/on, delete parent control( not possible )

resetting phone will be out last try, at the moment there isn’t enough room in cloud for backup🙈

Any ideas how to handle the issue

or do we have to wait for new update ?
