iPhone Passwords app displays foreign language

All of a sudden, my iPhone's passwords app opens in a foreign language (maybe Turkish?). My phone's settings show my language as English and no foreign language is listed (other than French and Spanish as secondary and tertiary because I am studying both of them). I have turned the phone off and on and that doesn't help. I have a Surfshark VPN set to Canada, but have paused it and it makes no difference. Should I delete the passwords app and then try to reinstall it?
