Did you send them cash or did you use the virtual Apple Cash 16 digit card number, expiration date and CVV security number?
The phone number is easily spoofed. However, you can file a police report, and the police can request the number from Green Dot Bank.
Apple has no knowledge or information on your transactions. The transaction information goes between your iPhone, Green Dot Bank and the scammer. Nothing passes through Apple Servers and even if it did, it would have been encrypted and only Green Dot would have the key.

You’re out the money. File a police report. If the police submit a written request to Green Dot using the bottom address I provided, Green Dot typically cooperates with law enforcement. Unfortunately, it was most likely a hacked account. I wish you the best.

That is an important distinction to clarify use of Apple Cash. One is when it is processed as a VISA card accepted where Credit Card transactions are allowed and the other is sending cash using P2P between 2 parties in the Messages app. I assume since the OP referred to a phone number, they are referring to sending Apple Cash using P2P with a phone number in the Messages app.
You should never be in a position to enter a number in Messages to send money to someone. As stated, the purpose is to send money to family/friends where you would know those numbers. You haven't mentioned how you were talked into sending someone money to a phone number, but it would be common to receive a scam message/email making some claim, similar to those that want you to send them Gift Card codes.
Of course you can try googling the phone number.

So, that only leaves you with sending money to family/friends you know who are likely in your Contacts and you would not even need to enter their phone number to send money. These people would also send you money back if you sent them the wrong amount or had any other issue, since it is a private transaction where Apple is not involved. You should never be in a position to be scammed using Apple Cash to send money.

I didn’t use the virtual card number. I added money to Apple Cash and sent it. The phone number was actually not for the legitimate business but I only found this out after sending.
Yes, correct. I keep posting that here in the communities but unfortunately people don’t understand that legit businesses cannot use P2P, it’s technically money laundering as defined by federal law.
