I need an app to download sport event tickets already purchased, which is only available in the US App Store. How can I get this app without disrupting my Apple Family subscription being held in another country store?

You cannot, unless you can convince the app developer to expand their distribution to your country. As you probably realize, it would not be an easy thing to change your country settings.
