We have 2 x iPhone 8Plus. Earlier today we installed the apple - recommended iOs update to v 16.7.13 to address Triple Zero issues here in Australia.
Now we can not make calls, send SMS and have no 4G connection. I have tried the steps suggested online, namely
Turn off & on again, remove and reinsert SIM, resett network settings
Can I revert to the version prior to that one?

Does this work for an iPhone 8? Or is there a different download link for that model to revert back to 16.7.12?

Can anyone else confirm or deny that after installing iOS 16.7.14 it gets updated to Telstra 54.1.1? And how’s the mobile network connectivity?
I'll call 'em, but last time I attempted to get to Tech Support I ended up at Apple Care. :-)
So you updated from iOS 16.7.13 to iOS 16.7.14 and you’re still on Telstra 54.1 carrier settings? Maybe your particular iPhone model doesn’t get 54.1.1 for one reason or another?

The iPhone X in question here is a Qualcomm. Maybe 54.1.1 is for Intel only.
