iPad Pro iOS 16.7.12 update: 'Declined to authorize' error

I'm trying to update my aged iPad Pro to iOS 16.7.13 from 16.7.12. I've gotten an error message I've never seen before. ''The iPad "Rich's iPad Pro" could not be updated. Declined to authorize this image on this device for this user.''


What does this mean? This is the oldest iPad I own (Model A1673 from 2016). My other iPads are more recent and updated to iOS 26.2.1 without any problem. I know the old iPad can't support the newer iOS versions but it's always been able to apply an offered update.

Assuming that the update package has already been downloaded to your iPad - but cannot install - delete the failing update package from iPad settings:

Settings > General > iPad Storage >


Scroll down the list of Applications until you find the Apple Update (you may need to tap Show All to expand the list) - then tap and select Delete Update.


Having removed the update, restart your iPad, then repeat the update process.
