Cannot download and install iOS 16.7.13

iPhone X running iOS 16.7.12


Software Update shows iOS 16.7.13 is available to download and install.


Except it won't … Comes up with


Unable to Verify Update

iOS 16.7.13 is temporarily unavailable.

Try again later.


I've never had this problem before and I've tried several times over the last 24 hours - same message. I've also completely switched off my iPhone and restarted - same problem.


Any ideas?


(And how do I turn off the stupid AI that tries to guess a title?)

The update has been paused for iOS 16.7.13, however, it is not a critical update. It replaces an expiring security certificate. It is safe to wait a couple of days until Apple releases it.

What did not work? You replied to a post saying that the iOS 16.7.13 update is no longer signed by Apple, so it will not install on your phone. If that is what you are referring to, then that is exactly what is supposed to happen at this point. The update will still show in Settings, but you simply don't have to install it, and will need to wait until Apple chooses either to sign it again or follow up with another point version that will replace the one you see in Settings. I suspect a followup point update, but I don't work for Apple or have any inside information.

Correct that is what this post is about. If you are unsure for the reason why you are not able to update, it will be necessary to read what has been posted. There is nothing you need to do:

  • You will see the update in Settings
  • It cannot be installed
  • You will have to wait for another update to replace it.
  • Your device is not in jeopardy because you do not have the update


It really is that simple.

I believe that Apple just put out a bunch of updates to “end of the line” versions of iOS going all the way back to iOS 12. Apparently these included a new security certificate needed for iMessages and FaceTime to work after next January.


There was apparently a problem with some of these updates, as there are reports in other threads of Apple having stopped signing them.


Presumably when Apple sorts things out, updates will be available again, possibly with later minor revision numbers.

You just need to follow the steps here on your Wife's phone:

  • Press and quickly release Volume Up
  • Press and quickly release Volume Down
  • Press and HOLD the Side button until the Apple logo appears. This could take up to 15 seconds while holding the side button until you see the Apple Logo and you must IGNORE anything else you see on the screen while holding the button. If you do not see the Apple Logo after 15 seconds, then try again as it may take a couple of attempts to get the sequence and key presses correct.


That will return your device to a normal operating state. The current update should be showing as 16.7.14 and that one will verify without any problems.

You need to do a Force Restart.

  • Press and quickly release Volume Up
  • Press and quickly release Volume Down

My 8 plus was stuck trying to verify and wouldn't turn off. I was going to try replacing the update through ITunes. When I signed in to my Apple Account I had the two factor verification sent to the phone just to see what would happen. To my surprise it worked. Suddenly the power-off screen was gone and the endless attempt to verify the update was gone. I now have set the phone to ask me before installing updates.

I had trouble with my iPad in the UK as well tried downloading over WiFi and it stopped halfway. So the next thing was to connect to iTunes and download it that way. That gave the black screen with a screen icon and charging cable. Couldn’t do a thing with it. I found an app called “apple devices” on windows it detected the problem then downloaded the previous ver. 16.7.12 and reinstalled it. Back to normal after that. Maybe worth looking into, if your still having problems. Cheers

Consider yourself lucky. My husband has an iPhone 8 Plus. He did the download 16.7.13 yesterday. He now only gets phone calls intermittently. Also his text send intermittently. So Apple support said his phone is just too old & he has to upgrade to a newer phone. I just updated my iPhone X to an iPhone 17 pro. It’s a good thing because I would have had the same update & neither one of us would have a working phone. I Googled the issue & it was causing problems with iPhone 8’s in Australia, so they suspended the update until they get it fixed. I can’t believe my husband’s iPhone 8 is the only one here that has these issues after downloading iOS 16.7.13.
