Nope! The force restart will work. You have to ignore the slide to power off while holding the side button. Follow these steps exactly.

A number of updates were secretly un-signed by Apple.
Force restart the phone if necessary https://support.apple.com/guide/iphone/force-restart-iphone-iph8903c3ee6/ios
Go to Settings, General, iPhone storage, find the update and delete it.

"Boot Loop" being the Culprit: If you cannot fix this with a simple Force Restart, then connecting this to a computer that it self already connected to the Internet, you'd open up to correct apps, then then perform the Force Restart. Use my User Tip: How to Fix an iPhone in a Boot Loop - User Tip
I’m adding here that the shut down sequence may work but holding button over a minute, multiple attempts, what worked was let the battery run down.

Just don't do that too often.
Force restart should work on iphone 8 or newer if done correctly
Thank you for reminding me how to Force Reset. It worked. My wife's iPhone 8 was stuck verifying, probably 16.7.13, and it wouldn't obey the Power Down slider. Force Reset got it out of the stuck spot. Now that 16.7.14 is out, I installed it and all seems well. I looked for 16.7.13 in iPhone Storage but it wasn't there.
My iPhone 8 locked and unresponsive after trying to update to 16.7.13.
A few attempts and the force restart worked. Thanks:-)

Report this to Apple:
Do your Part: Provide Apple with feedback on this, letting them know about this issue. Apple may not get back to you directly, but the more feedback they receive on this, the more they will know what is occurring, and what bug fixes to include in updates to come. Apple will know nothing of this, if you don't report it to them.

You are welcome. It is completely understandable that when the slide to power off prompt comes up on the screen that you would think the process has been completed. That is why I always emphasize that you have to keep holding the side button and ignore anything on the screen until you see that Apple logo. When the Apple logo is not seen after 15 seconds, you need to try again. Anyway, thanks for the update.
I'm experiencing the same problem.
i've deleted the update from my phone, restarted, downloaded the update and still experience the "Failed to Verify" error message when attempting to install the update.
Thanks for the update. With iOS 16.7.14 available now, it will replace iOS 16.7.13 that users had previously saw in their Settings. If the previous version had been downloaded, it will be removed.

It was only after your comment regarding trying several times in succession to get the interval correct that it finally worked and I managed to get into settings to delete the offending update. I could see the messages being sent and fortunately I had a back up access to enable me to respond, it also meant that I knew there was hope!
Same problem here. Can not do anything, the phone is locked and only showing "can not verify the update.

Even though I was finally able to restart my phone, the update wasn't completed or veryfied and I am still on 16.7.2. What the heck?
