There are a few ways you can get a verification code. You can use the code displayed on your trusted device, or get a text or phone call. See: Get a verification code and sign in with two-factor authentication - Apple Support

"When you set up iCloud Passwords

in iCloud for Windows, you can manage your passwords in the iCloud Passwords app on your Windows computer. You can also generate verification codes for accounts that require two-factor authentication.

Seems iPadOS 9.3.5 is below Apple's minimum system requirements for iCloud.

System requirements for iCloud - Apple Support

Eg says: iCloud is supported on the following OS versions or later:

iOS 11 on iPhone 5s, iPad (5th generation), iPad Pro, or iPad mini 2;

Wondering which older iPad model yours is

You can generally find out by the iPad's model number: See how to: Identify your iPad model - Apple Support

Also:

Possibly, your iPad already has the newest available compatible iPadOS version installed, or maybe not:

You could check in Settings > General > Software updates (Wise to back-up iPad first if an update is available

Once you gain access: You should be able to view Photos etc. by signing in to the iCloud website on the PC

You need iCloud for Windows 12.x with Google Chrome 88, Edge 88, or Firefox 109 or later

If you can solve the verification code issue:

You may want to try signing in to the iCloud website: Sign in and use iCloud.com - Apple Support
