Shortcuts: Action library missing in English

Hi everyone,

I’m running into a weird bug with Shortcuts on macOS 15.7.2. I’m French, and when I originally built my shortcuts using French system settings, everything worked perfectly.

However, when I switch my Mac to English, almost all the actions in the library sidebar disappear. I can’t search for or find basic things like "Quick Look." If I switch the system language back to French, they all reappear instantly.

The strange part is that my existing shortcuts (the ones I built in French) still run fine while the Mac is in English, the actions just aren't available in the editor to build anything new.

I've tried clearing the Shortcuts caches in ~/Library/Caches and restarting the background processes, but it hasn't fixed the English library. It feels like the English "index" of actions is totally broken. Has anyone seen this before or found a way to force the English library to rebuild itself?
