Recently updated to High Sierra 10.13.6: When I click on system preferences, I no longer see "printers and scanners" which means I cannot find printer utility. My printer does not work. Please help.

IIRC, in high Sierra, the preference icon was 'Print & Scan':
That said, it was also just a front-end to the Printer Utility/Print Center app. Even if the preference setting isn't visible (which, TBH, I don't think I've ever encountered), you should still be able to launch Printer Utility manually - it's probable in /Applications/Utilities, and has the same controls to add printers, as well as manage print queues.

In High Sierra, the Printers & Scanners pref pane app is located in /System/Library/PreferencePanes. The filename is PrintAndScan.prefPane. Navigate to it, right-click it and Open it. You can then set up your printer.
It is not advisable to navigate into the /System folder unless absolutely necessary. If you need repeated access to PrintAndScan.prefPane I suggest creating an Alias for it and copy the Alias to your /Applications folder, your Dock or Desktop.
Try a full shut down & restart to see if the Printers & Scanners pref pane comes back in System Preferences.
