3uTOOLS is a hacking tool that can also be used to artificially inflate the Battery Health. Not sure why anyone would be using it. You purchased a used device that you have no idea what modifications have been made. The choice is yours what you want to do with it. If you have the option to return it, then do that if it will make you feel better or take the gamble on the device and see how it goes. None of it has anything to do with Apple and the original owner would have been free to do whatever they wanted with it.
