Cannot change Apple ID region with remaining balance

“I have $0.01 remaining in my Apple ID balance and I can’t change my country. Please help me remove this remaining balance so I can change my Apple ID region.”

Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.
