I've purchased "Top Gun: Maverick" two years ago. Meanwhile it appears to have been removed from the Apple TV store here in Portugal. The movie is gone from my library on my Apple TV 4K, where it's actually needed. It's still present on my iPhone though.
Is it normal for movies that are removed from the store to disappear from the Apple TV's library? This makes it useless to actually buy anything.

that is correct, it is so with all digital media really, as with software you don't own stuff you just own a license to access it, and if apple by some reason loose their rights to distribute some media they used to have the rights to distribute then users who had purchased that media will also lose the ability to access it.
it's not an apple thing really, and if it has been removed and you can still access it on your iphone if it's the same apple account and in the same regional location then that would be a bug.
if it was me then I would look into
Request a refund for apps or content that you bought from Apple - Apple Support
or reach out to their official support channels
