Screenshots on Desktop redownload from iCloud when opened

I have saved some screenshots on my desktop which syncs to iCloud. Every time I try and open a screenshot, it redownloads from the cloud. what can I do about this?

I must have gotten it backwards. Did you use the right-click menu as I suggested in the link? You can choose "Keep Downloaded." Are you saying that you did this and it didn't work?


What is your storage on this Mac? At System Settings>General> Storage, my Mac says 745 GB of 1TBB used. What does yours say? If your  free storage on your Mac is less than 10%, then some operations become problematic.

You didn't seem to have understood what I said. I'll rephrase it.

I generate a screenshot on my mac and save it on desktop.

After a while when I open it, the file is downloads from icloud!

Inspite of being on the same device where the file was generated, it is redownloaded from icloud each time i try and open it.

It should remain locally on the mac. instead it seems to have been removed and after a while on reopening it is downloaded form icloud again.
