Sorry, but this isn't how you contact Apple Support. This is a user to user only forum. Apple isn't here. And as users, we have no access to your iCloud account in any way. If you're in Russia (as your language suggests), there is no official Apple Support available to you in Russia.

If all of your photos didn't sync, could you be out of space in iCloud? Open Settings > Tap your name at the top > Tap iCloud - how much space is available?

Otherwise, you can use this link to see if it's possible you can contact Apple Support, but I'm not sure you can at all from Russia --> https://support.apple.com/contact

OK. Storage isn't your issue. All I can say is to make sure both phones are on the same Apple Account. On both phones make sure you have Photos turned on in Settings > Your Name > iCloud. Plug both phones in to charge, making sure they are on Wifi and hope the photos sync.

We often see people in Russia using a VPN. VPNs cause all sorts of issues. If you have one, get rid of it, at least to make sure it isn't interfering with iCloud Sync. You can try to reinstall the VPN once things are sorted if you want, but I wouldn't recommend you do.

If this doesn't help, you'll need to find some way to reach Apple Support, which as I mentioned, if you're in Russia, won't be easy.
