iPad os 26.2.1 Numbers 15.1
I have tried to customise the toolbar.
I press the 3 dots on top right of screen.
The customise toolbar option does not appear.
Forced closure of Numbers app.
Rebooted iPad.
Problem still exists. Is it just me?!

On an iPad, to customize the toolbar in Numbers, Pages, Preview…, you need to use the Windowed Apps mode (in Settings > Multitasking & Gestures) so that you have access the menu bar.
Then, while working in your app, drag slightly the center top of the screen down to display the menu bar and choose View > Customize Toolbar.
You can return to Full Screen Apps (in Settings > Multitasking & Gestures) once you have modified the toolbar.

You can easily customize the toolbar for Numbers for the Mac.
But in Numbers for iOS/iPadOS I don't think you could ever customize the toolbar. Did you read somewhere that you could?

6x6, thanks for the tip. I wouldn’t have thought to switch from Stage Manager. I thought Apple just dropped the feature somwhere down the line of updates for iWork apps. Much appreciated.
