App background remains black
How to stop my app background from remaining black.

What app are you referring to? The support for Light/Dark mode is opt-in for all apps, and a developer can certainly create any color of background they wish that won't change with the Light/Dark appearance. Most do support the appearance setting of your device, but they don't have to.
Or by "app screen background" are you referring to the Wallpaper used on the Home Screen?
