Cannot activate Peacock account from Apple TV/Peacock bundle

I purchased the Apple TV/Peacock bundle. It will not let me set up the Peacock account. It keeps telling me "We’re sorry, something went wrong on our side. Please try to activate again."

The bundle is available from Peacock and is also available from Apple. If purchased from Apple, then set up the bundle as Apple describes in their welcome email. If purchased from Peacock, then set up the bundle as Peacock describes.

If the activation is done as they request it, and it still doesn’t work, then please contact the respective Support staff. For Apple: Contact Apple for support and service (phone numbers) or start your support request online (“Tell us what’s happening”, then: chat/​email/​callback). Possibly they may need to reset something or fix something.
