Then you might be in for a lot of work. For a possible quick fix let's start with downloading the EtreCheck app and running it. Post its report in a reply, and we'll investigate some possible culprits.

EtreCheck requires no installation procedure. Just download it, launch it, follow its prompts, and when it finishes post its report here.
Intego and DuckDuckGo VPN are you most likely culprits. I can verify that the Walkthrough tours work just fine on my end in Safari. Since it works with a new user account, that confirms it is one of the third party apps you have installed that are causing a conflict.
Based solely on the support seen on this support there are many suspect apps that have caused problems for others and ones I also would not recommend. Of course these are just my opinions, so don't take them personally. Others may have their own opinion.

Fix it. Get rid of "Intego". Follow its uninstallation instructions, assuming you can find them, and that they work. Uninstallers that work with complete effectiveness are rare, and when I installed the "Intego" product for evaluation purposes I concluded its uninstaller app was not among them. I had to methodically track down and eradicate its remaining system-altering components.
Same goes for "CleanMyMac".
"Cocktail" and "Disk Drill" can't possibly help either, though I doubt they alone will prevent WebGL from working.
Rule 1 of Macs is don't install junk, and that Mac is infested with it. Given the presence of "CleanMyMac" alone, if it were my Mac, I'd erase it. Yes it is that bad. Completely uninstalling it and eradicating its remaining components does not undo the damage it has probably inflicted. As a practical matter nothing short of a "nuke and pave" is guaranteed to be successful.
How would you like to proceed?
We can only clear Safari's locally stored website data / cookies and history, which should take care of everything except in really rare cases (such as this blissfuly rare event).

What's going on with Safari that drew your attention to WebGL?
I did get rid of a few old files (Disk Drill amoung them) and removed VPNs but I was left with the quandry “With all the supposedly bad items active in the alternate user setup, why does the WebGL work just fine when logged in that way? (The alternate user is ID’d with my full first name rather than my short name but everything else in my apple account is the same.) I have moved (via an intermediate external drive) my user documents and my Keyboard Maestro files into the alternate user setup. I will continue the alternate user login for a while to assure myself that everything I need works. When satisfied, I’ll delete the offending original user…at least that’s the plan. So far so good...
Very interesting. Safari works with WebGL in the alternate user account I set up. Go figure. So what's that about? Any ideas?
Thanks for the response John. WebGl is enabled in the Developer menu. I have had this problem for some time and I had just given up trying to resolve it. Thought I'd try again. Works fine in DuckDuck browser. Is there a way to do a "clean " install of Safari ? (Just a thought)
I was just browsing some real-estate on Zillow and it included a look-around section that needed WebGLto function. (Worked fine in Duck Duck). I think I'll try setting up second user account as a test...
That's a particularly resource-demanding website, but it should work. Is the look-around section some kind of walkthrough video or simulation?
