To be clear, to create an Apple Account, you (or someone on your behalf) require direct access to the email account that will be used to identify and sign-in-to the Apple Account. This is true whether the device is new, or is a previously owned device that is being set up for a new user.

Any account verification steps, that are required to complete the process, are time constrained - and, for a bona fide end-user setting-up an account, is relatively straightforward. This account security measure is common to most (if not all) manufacturers and online systems.

There is no workaround for Apple Account creation.

If you cannot contact the remote party in order to attempt creation of an Apple Account on their behalf, consider performing a full and proper reset of the iPad in readiness for setup by the new user:

Send the iPad, in this state of readiness, to the intended recipient. Then, if they need assistance with set-up of the iPad from the welcome page - a process which will walk the user through the simple steps - they can call you at a mutually agreed time.

Creating an Apple Account (formerly known as an AppleID) for other users, unless you are creating an account for a minor/child, is not recommended.

Users should create the own Apple Account using an email address that they control. In so doing, the necessary account creation and verification steps can be completed in real-time by the User - if necessary, when setting-up a device for the first time.

How to create a new Apple Account

No Apple is not making it not possible for you to do this. As LotusPilot points out… you can but it is not wise for you to do this. It is better for the owner of the iPad to do this for security reasons. All you have to do is use the iPad owner email address to make the account. You’ll need the password for the email account.
