I highlighted the relevant part of your post. Whenever you power on the Mac, you must enter your password for the first login. After that initial login, then you can use the TouchID to login whenever the computer goes to sleep or you lock the screen.

Also, about once a week you will need to use the password to log into the computer even if the computer has been powered on the whole week.

See the following Apple article for details (especially the last section of this article):

is this an admin account or a s̶e̶c̶o̶n̶d̶a̶r̶y̶ standard account...(?) You do not clarify.

Log into your admin account and toggle Touch ID off and back on., Now log back into your standard accountant compare your results

It's very hard to tell the difference between real serious issues with touch-id and cases where your fingerprint or your reader is just too fussy today.

One 'cheat' to improve recognition is to program multiple fingerprints -- but rather than different fingers, enter the same finger multiple times. Then if any stored fingerprint matches, you're in, and who cares which one worked.

Good point—

There are a few instances where Touch ID will not be accepted by macOS:

If you restarted your Mac, or if you're not logged into your user account.

If you have not unlocked your Mac for 48 hours.

If you are trying to unlock Security & Privacy

If you are  trying to unlock Users & Groups Settings (when FileVault is on)

If 5 wrong fingerprint attempts
