Can the action button be used to totally silence an iPhone?

Does silent mode now only apply to rings and allerts, or is that something I can customize? I was emarrased at an orchestra concert when silent mode did not silence the autoplay video that started up on my 17 Pro (unlike my old iPhone 8). This was a convenient alternative to turning the phone off or muting the audio.
