Transfer stuck on "Setting up your account"

I am trying to transfer my data from iphone 14 pro to 17 pro. It is stuck on "Setting up your account" screen for about 15-20 minutes or more. I tried turning it off and on multiple times, again the same. Tried erasing the new iphone then restarting the transfer. It again gets stuck on the same screen. I updated both so they are iOS 26.3. Is this normal? How can I fix it?

Perhaps a long shot:

Do you have a 3rd party VPN installed on either iPad, even if you are not using it? If so, delete the VPN profile in Settings/General/VPN & Device Management/VPN, then restart your device. Don't just turn it off; delete the profile. Updates sometimes "break" VPN, and it needs to be removed. If that fixes it, you can try reinstalling VPN, but probably shouldn't.
