iPod touch 4 won't charge or connect to computer

I have an iPod touch 4, it does show the charging screen when it's powered off, but doesn't show the battery charging when turned on (Yes, I cleaned the charging port, and changed the battery, and used many low-wattage charging bricks) and not getting recognized by iTunes / Finder / Apple Devices app on Windows, even on recovery mode
