You can't sign out of iCloud without an internet connection. You could log into https://ilcoud.com/find from a browser and remove the device from the list, and restore iOS using a computer by putting the phone into recovery mode, but it will take (I believe) 30 days for the activation lock to be removed by doing it that way.
What are you trying to accomplish and why does the device not have any data connection at all?
Not if you're signed into iCloud on the device, no.
It’s an old phone, once I got my new one I just left in cupboard not expecting it to work. So I sold it to someone as I wasn’t using it but have no idea why the internet is not connecting. I will try and do it via the computer to see if that works. Thanks
