How to remove persistent Siri glowing border on second display in macOS 26.3?

I have dual screens set up on my mac studio. Ever since updating the OS (I'm now on 26.3 (25D125)) I have had an Apple Intelligence or Siri glowing border on the second display. It occasionally disappears, but 90% of the time it is present and it doesn't go away. It changes colour and it is always above any application I'm using, even full screen video. If I take a screen shot on that display, it isn't present in the screen shot. I've tried turning Apple Intelligence on and off, but nothing seems to work. Image attachet.
