Changing regions for people with two residencies.

This whole area is lacking, yes.

Past the undocumented and probably subject to change interval offered for traveling internationally, the usual solution is probably going to involve either two sets of devices and two sets of subscriptions, or maybe what amounts to a concierge service.

Apple has previously documented allowing one change per year, and at other times has documented changing once every ninety days, too. I don’t see either listed in current documentation, but didn’t do an exhaustive search.

The contents of the stores including apps and music can be (are) country-specific, and these are agreements between Apple and developers, and content and media providers.

Regulators and laws get involved here, too.

Carriers can be cranky about long intervals roaming outside the country where the carrier operates, as well.

I’d also suggest looking for suggestions and for pitfalls with your situation in forums intended for digital nomads or international retirees, as a related suggestion. And either logging feedback with Apple as suggested, or more directly contacting Apple Support and explaining your situation and asking them how to proceed here.

Yes, many years ago Apple used to mention an country change limit of once per year but has removed such mention from their documentation. Of course that doesn't mean that it still isn't the case (I haven't tried), only that that they don't mention it.
