I have 200gb of iCloud+ storage of which 97gb is in use. I have a 10th gen iPad. I am trying to save a replay of granddaughter’s sporting event from a streaming service. After some minutes of recording, I received a message “recording has stopped due to a lack of space.” What must I do to record this event to my cloud storage?

Given that your 200GB of iCloud storage is nearly full, the perhaps obvious answer to not exceeding your available iCloud storage space is to either:
a) upgrade your iCloud+ storage plan - the next available tier being 2TB.
b) move (or delete) unneeded documents, photos or other data from your iCloud storage to directly connected USB storage, or to a different Cloud provider (e.g. Google Drive, Microsoft OneDrive) or Network Storage (NAS).
Also check that you have adequate/available local storage on your iPad - as, depending upon your iPad settings and the App that you are using to save the "streamed" material, you may be saving directly to your iPad's local storage:

I misread the figure as 197 - not 97 as stated by the OP.
As for the OPs comment concerning saving the streamed video, in absence of information to the contrary, I interpret this to be a download to the iPad from another device or source - and not a direct stream to the iPad. The Download folder can be defined as iCloud, the iPad, or other location, in settings.

The issue is that the file is NOT being saved directly to iCloud. The device itself is the intermediary and doesn’t have sufficient storage. Are you aware of a setting that will allow saving incoming streamed video files directly to iCloud? I’m not.
Then it’s not going directly to iCloud (and I doubt there is a way for it to). It’s your iPad that’s running out of storage.
Without knowing what service it is being replayed on, and what you are using to record with, its hard to tell. Also, what leads you to believe it is going directly to iCloud?
I used the record feature of the iPad, upper right pull down menu and it was saving to photos
