Yep. A completely different Mac, and one that cannot be upgraded beyond macOS 12 Monterey.

So then, yes, a new Mac will be the only option for using a newer macOS version.

when i try and log in to Apple ID i get the following response
Apple ID can only be used on devices with iOS 16.2 or later or macOS 13.1 or Later
This MacBook Pro cannot be updated to the latest software

Not sure what's up with the inability to login with your Apple ID.

Even a Mac running a much older OS as High Sierra or Catalina have the ability (and requirement) to use an Apple ID for certain functionality.

There are some features of iCloud that have different sys requirements, e.g. iCloud Shared Photo Library (iOS 16.1 and iPadOS 16.1, macOS Ventura 13).

Still, you should be able to sign in to your existing Apple ID/Account on most any Mac.

If a simple reboot of your Mac doesn’t fix things, see if the problem still happens in safe mode.  Safe mode will often correct weird software behavior by forcing the OS to clear caches, do disk repair and other self-maintenance and housekeeping and temporarily disables third-party mods.

You can exit safe mode by restarting your Mac normally, then reevaluate the problem.

No, a new Mac is not the only option.

Something is wrong with your situation and we can probably figure it out.

The 2019 16-inch MBP can run up to macOS 26 Tahoe.

Other 2019 MBP can run up to macOS 15 Sequoia.

Why you are unable to update or upgrade is the big question just now.

• What happens when you go to System Settings > General > Software Update and attempt to upgrade the computer?

• What happens when you try to use your Apple ID/Account?

Do you have any third party anti-virus, VPN, cleaning, optimizing or other security apps installed on the computer?

Apps of these types often interfere with the proper operation of the Mac.

• If you have these, it is best to uninstall them.
