So if people living in the UK update their iPhone to 26.4 and haven't got a driving licence, or credit card. How do they verify their age?

Do you not understand that it is the U.K. government that has decided upon and dictated new security measures?
Apple had nothing to do with this decision, nor did the U.S. for that matter.

Apple took it on themselves to implement this. It is not part of the UK law at the moment.
Apple said they’re working on a fix otherwise they’re going to lose trade in the UK.
Posting a graph with only one axis labeled is somewhat disengenous. Without labels and units, it's meaningless.
