Cellular Turning On:

A. Turn Off (and Delete) VPNs:

Are you using a VPN? If so, delete it, if not needed for school or work. If needed, then turn it off, and back on. A VPN reconfigures traffic on your network connection, sometimes giving WiFi connectivity issues.

B. Profile Issues:

Is this a business device, and not YOURs? If so, there may be a profile installed that makes this occur.

C. When Did this All Begin:

Have you just installed an update, or installed software, or made any other configurations? If so, it may be a misconfiguration.

Clear the Caches:

When's the last time you cleared you caches? System Data (titled "Other", in older iOS versions) creates caches --all of which gather overtime for remembrance of application use, so that they open quicker and respond more accordingly.
