Apple ID.

A few hours ago, I received an email response regarding my issue from one of the companies whose card I am unable to add; I will replace the company name and the bank through which they issue the card with X and Y.

Below are the details of the email

Good afternoon.

We contacted Y, the card provider for X. We received the following information from them:

We have reviewed the matter and can confirm that the customer’s request for tokenization via Apple Pay was rejected due to an additional risk assessment conducted during the service onboarding process.

In such cases, the request cannot currently be processed through the standard verification process.

To increase the chances of a successful onboarding process, we recommend that the customer:

•wait 24–48 hours before trying again;

avoid making multiple attempts to add the card in quick succession;

•ensure that the latest version of iOS is installed on their iPhone;

•make sure they are logged in with their Apple ID and that their Apple account is in good standing;

•verify that personal information, such as their first and last name and billing address, is up to date.

You may also contact Apple and Mastercard, the card issuer. Unfortunately, as X, we have no control over this. The eWallet card is a third-party service.

The VPN profiles will need to all be removed. Banks can detect the use of VPNs. Even when off some network settings are altered or blocked and the bank may need access to the closed port or the bank is associating use of a VPN with potential fraud risk.

Please delete all the profiles and reset your iPhone’s network settings.

No data is lost except all WiFi passcodes will be deleted when network settings are reset.

Yes, the card adds without any issues through the bank’s app, but the same card won’t add when using manual mode and results in an error. This happens with any Visa or Mastercard from any bank.

I had a call scheduled with Apple Support today, but I’d already read enough information beforehand to know what our conversation would be about—and that’s exactly how it went. Apple Support won’t escalate this issue any further because they can’t do anything about it if someone—whether it’s the bank or the payment system—is blocking it.

I also spoke with a bank’s support team today; they don’t see failed transactions in their system—they only see the successful ones for the cards I can add through their app. Consequently, they don’t care and don’t want to escalate the issue to Visa or Mastercard.

I also found a contact number for Visa; they blame the bank and say it’s the bank that’s blocking the card.

The situation literally looks just like the picture.

I need to accept this and try this approach: don’t add anything for 1–2 months, and then try again.

This really frustrates me, considering that I need one card for payments that I can only add manually.

Buy a new phone and end up with a problem instead of enjoyment—classy

As a result, all four of my devices with the same Apple ID have run into this issue, and no one is able to do anything about it—it’s a real shame.

Banks can only block their specific cards/accounts. Visa and Mastercard can block cards on their network. Where potential fraud is concerned, banks and payment networks may share information. Your iPhone also shares information. When you attempt to provision a card and it fails, your iPhone is likely to share the information when you attempt your next card provisioning for any bank.

Yes, your iPhone provides information like the status of your Apple Account and could result in an account being temporarily blocked. Other banks would receive the same information and additionally that the bank did not provision the account for Apple Pay. The information that’s shared is disclosed in the terms and conditions. The information is not known by Apple. The details are provided only by your iPhone and encrypted on the device. Apple does not have the key to decrypt the details, but your bank has the key.

By the way, based on their response

"•make sure they are logged in with their Apple ID and that their Apple account is in good standing;"

This reminded me of a situation that happened two days before October 30 (when the problems started). On October 28, I was supposed to be charged ~$3 on a recurring basis for a subscription to one app, but there weren’t enough funds in that account, so the payment didn’t go through. I topped up that account, but Apple didn’t retry the charge afterward, and even now, I haven’t been charged yet; it just says that the next charge is scheduled for November 28. Since the subscription is essentially free, the funds simply haven’t been deducted.

Does Apple share this kind of information, and could this be a problem, or does it have no impact at all?

Nov 4, 2026 3:34 PM in response to Jeff Donald

My previous information was incorrect; I did pay for this subscription—I found it in my transaction history after all—so I didn’t have, and don’t have, any outstanding balance with Apple.

So the only thing left for me to do is wait a while without trying to add any bank cards to Apple Pay, and then try again.

This is absurd.
