Both ITunes have to be open then all you have to do is log in to homesharing on both accounts select the songs you want and an import button at the bottom will appear

The problem for me was that I had turned on both "Share my Music" and "Home Sharing." I turned both off, turned on Home Sharing, and was able to drag and drop files.
I was having the same problems of being able to only listen to the music and not import. The thing I misunderstood was you need to make sure you are signed under the same account on both computers. At first I was signed under my fathers account on my primary computer and under my account on my computer. If you are signed under two different accounts on two different computers, you will be able to listen to both libraries but you will not be able to import. If you are signed under the same account on both computers, then you will have the option to import on both.

because you had iTunes prefs > Sharing enabled and not iTunes menu File > Home Sharing (using the same iTunes account on all computers).
