After weeks of looking for a solution it was the iTunes Store sign in that did it. I thought it was my stupidity , then my router , then me again but by simply logging out of the iTunes account in the store and logging back in completely solved the problem......Apple TV now finds my library ( windows 8.1) , all IOS devices working and finding the library. Thanks to cjroberts001...
Too good to be true.... 24 hrs later and back to square 1. Tried to go through it all again and no matter what I do now I cannot get the iTunes library on Apple TV or on any iOS device via the remote app. Apple please sort this out as when I first purchased Apple TV it worked great and I now fear iOS updates have caused a problem.
Check the post at the bottom of page 13 from smellystar, under my original post! The problem is in the network settings! This worked for me after I had the same issues you had after the signing in to iTunes
Cheers mate but I've tried this also.... Still no joy. Getting new router delivered tomorrow so will see how that goes. Will keep the discussion updated. I know it will be something stupid in the end.....
Sorry! I hoped that would solve your problem! Iv had mine for over a year and had no problems then moved house and started to get issues! Guess an update or something had changed my settings! Hope you solve it :-/ otherwise it's just a big coaster!!

I am so frustrated! I've been trying everything suggested and I still get "cannot connect to library" prompt for apple tv. Some of these tips get it to work for a day or two but ultimately it fails again and I spend an hour trying to get it to work.
This has to be software related, related to the last update as nothing in my system has changed other than that, and since the update, nothing but problems.
I have two apple tv units in my house, both having the same issue.
Well, I have come into this thread somewhat late but frustrated. But I am finally able to access my iTunes
library. I am running Win 7 Pro so this stuff may not be helpful to Mac users. Firstly I went to Control Panel>Windows Firewall>Allow a program etc thro' windows Firewall. This produced a list of permitted programs. iTunes was not 'checked' so I clicked 'Change Settings' in the top right corner and was then able to check mark iTunes. OK'd my way back to the Desktop and restarted the PC. That may be enough for you to now actually load the library.
If not, then the next step is to change/open a couple (or four) port openings in the Windows Firewall. There is a very good (and illustrated) article of how to do this at http://www.wikihow.com/Open-Ports. The ports suggested in another Apple support page are TCP 123 and 3689 plus UDP 123 and 5353.
Hope this works for you - it certainly ended several days of Googling and frustration for me.

Sorry about that, Simon - but no surprise that the solution wasn't permanent. It wasn't for me either. After a huge amount of time and frustration I took the Apple TV back to the factory settings (yesterday) and reinstalled as if a totally new device. All is now well but I have no confidence that it will last. Incidentally I had to take the Apple TV back and connect to my computer in order to reset to the factory settings - it would not do it when still connected to the TV. Wonder when someone will produce a similar device which is not as unreliable? Good luck!

My solution was to go to system preferences/network. Even though i was on the correct wifi, in network it was linked to another. Switched to the correct one and voila!
