Hello William,
I am a newbie. I have the same problem with NO GarageBand Help. But when I looked in the location you mentioned, I could not find ANY of those files;
com.apple.help.plist
com.apple.helpui.plist
com.apple.helpviewer.plist
BTW, my Library directory appears not under Users/me/ but directly under MacintoshHD. Could that be part of the problem?

is your MacOS version 10.7.3? Then your User Library is hidden by default.
Macintaosh HD -> Library is the system library, and that is not hidden, but to see your user Library use the main Finder menu bar and select the "Go" menu item, while holding down the option (or alt) key, until you see the Library in the drop-down menu. Click this to open your user library in the Finder. You may want to drag this folder to the Finder sidebar for easy access.

Today I went to the Genius Bar and they solved my problem. It was simply a matter of getting the latest REV of garageband into my iBook.
Everything is rosy again.... ;>)
