This was driving me crazy. Unplugged iPad from charger - all fixed!
I thought my screen was going crazy because I moved a lot of apps to my sd card. Removing the plug was spot on. This also works for touch screen tablets. Thanks.
I've got a replacement iPhone 4 and it's got the same issue-finger hovers over and buttons just go crazy-renders it useless- I've been told to reset but not hopeful

I experienced this issue just now and my iPhone4 is not jail broken. I figured that when that happens the metal on headphone jack had static on it.
I realised I had connected my charger and once I disconnected the charger it got resolved.
I wonder if this issue is related to residue of static which in my case was more temporary and in yours could be persistent. I could suggest earthing the iPhone by touching/ slightly inserting a wire to the headphone jack and touching it to a grounded platform.

Thank you...I think this was my issue also. I had my phone plugged in and the screen was really unstable. Even scrolling down on facebook would cause it to jump around and do weird things. Unplugged it and the issue is fixed!
