I too have this problem...
iMac, Late 2013, 14,2
3.2 GHz Intel Core I5, 27”
16 GB Ram, 1TB Fusion HD
OS X 10.12.2 (Sierra)
This occurred when I updated to Sierra,10.12.2.
All devices, Keyboard, Trackpad and Mouse.
Seems to be associated with only Lithium (rechargable) batteries. Alkaline and Ni-MH batteries both show normal(?) decline in level.
I personally don't think it has anything to do with Bluetooth, I think it's a System "Feature". Maybe Apple could insert a selection for battery type.
Having same problem here with iMac 27" and MacOS 10.6.7
Just to add.. Having the same problem here. Magic Mouse is stuck at 100% for a very long time then suddenly showing 7% or so when low on power already. It didn't use to be like this.

Yes, interestingly a known problem that has not been fixed by Apple in Lion (how hard can it be?)!!
Apple please solve this issue. It is just a big incovinience.
OS X 10.7.2 here. Ever since the most recent OS X update my bluetooth keyboard reporting has gone haywire & always reports 100% charge. I look forward to Apple fixing it, hopefully soon.
