How to make personal Hotspot at iPhone 4

Ive installed 4.3 & can' find where and how to establish Personal Hotspot.... Does anyone could help????

I was told by Mobistar tech rep that Mobistar is talking to Apple about personal hotspot feature and it should come in "a couple of weeks".
