How to make personal Hotspot at iPhone 4

I'm not on the tethering plan and I've got the "Set Up Personal Hotspot" option under my network setting. I haven't pressed it it see if would actually let me do it, but the option is there. The phone isn't jailbroken and has never had anything but the factory software on it.

Prior to the hotspot, I had the set up tethering option too. From what I've heard, though, everyone had the option, but it wouldn't actually work unless you had the tethering turned on by AT&T.

Edit: I pressed the button to set up the hotspot and it brings up a popup window that says you have to contact AT&T to activate the feature.

I'm in the UK and don't have a teher plan with my provider - I don't see the option for hotspot at all. My partner has a 3GS, with a non iPhone plan and she DOES get the option.

Weird.

I have also the same issue, I can't see the "Personal Hotspot" under General>Network, I have a normal data plan

I updated to IOS 4.3 this morning, but "Personal Hotspot" does not appears in Settings nor in Settings > General > Network.

I don't know what is a "tethering plan"....

Is there a way to check if the prerequisite (if any) for this iOS 4.3 feature is available ?

If I am reading the iOS 4.3 release notes correctly, personal hotspot is an iPhone 4 ONLY feature, so if you have a 3Gs you won't have the option in your settings menu.

It does appear on my iPhone 4 - while I do have an unlimited data plan, I do not have the tethering option on my plan (but can still use hotspot over wifi).

No, it does appear as an option on 3GS phones, it just doesn't work quite the same way:

Could you clarify, please? Are you saying you can use your iPhone4 as a hotspot as long as it's connected to a wifi source? Or are you saying that you can connect to wifi signals?

I'm simple saying the option appears under settings as a previous post had said it would not appear unless you had tethering on your data plan. I do NOT have tethering, but the option still appears in my settings menu, as I'd expect (it's just useless to me). Sorry for phrasing that badly before.

In Belgium, several operators (Proximus, Base, Mobile Vikings) allows the "Personal Hotspot" with "normal data plans" but Mobistar *does not yet know* if they will.
It's incredible from the Operator that had, last year, the exclusivity for the sales of the iPhone 4 for several month.
