New iPhone 4, latest version, still a problem....
Not a fix, but to access your photos you can launch your camera and select the thumbnails to open your camera roll.
Be sure you are not trying to double-tap the home button while the Photos app is being displayed.
Double tap the home button with no applications currently visible. You should then see the Photos app on the bottom bar. Press and hold the Photos app icon until the 'x' appears on the icons and they start jiggling. Now you can close it.

Having the same problem and it's very annoying. After I close the Camera Roll in the background the problem is fixed but soon returns. Can't believe Apple haven't rectified it.
The REAL problem seems to be that certain Apps when run will not let go of the iPhoto App. That is why by closing down the iPhoto app, or all the standby Apps, the problem of the translucent bar goes away but then comes back in a short time, (like you unsuspectedly run the real problem App...keep reading)
When you get the recent apps jiggling then only delete one-at-a-time and check if the problem in iPhoto is fixed. If it is now working correctly, you have found the culprit App.
My culprit App was "JotNotPro", which I recently downloaded and use as a pseudo scanner, which accesses iPhoto to do it's magic..
This should solve your problems, just remember to shut down the problem App after use until the App gets updated and repaired. Or contact the App maker directly to have them fix the problem.

Had some major trouble getting this to work - I got the icons with the red "Do Not Enter" like buttons, but I could not get the icons to go away by tapping them.
Problem - The iPod was connected to iTunes after synching.
Solution - Eject the iPod from iTunes/the computer.
Thought someone else might find that helpful.

This is the BUG! that's it. It should not be happened at all. Apple should fix this bug. We do not have to try open it, close it (camera roll). yes! this is a bug.

It has been months now. I am sure they are not going to fix this bug untill the next software update. I really want this fixed. I am tired of force quiting the program to see all of my camera roll!!
Ran into this challenge today, 9/12/11. Seems, as stated above, some Apps use Camera Roll (CR) and highjack control of it. In my case, TurboScan (TS) is the culprit. When I use TS, I can access CR without problem; however, there is NO functionality of the CR application except by the TS application. It may be difficult for Apple to vet this issue with so MANY third party apps. However, photo related applications "may" be the first ones to investigate. Good hunting!
All I did was push and hold the OFF button on the top of the iPod until the red "SLIDE TO CLOSE" bar appeared, then powered off and restarted. Easy enough, problem fixed.
