Here's what I did...
two apple ids… normal_apple_id@example.com and household@example.com
iTunes > Account > Sign In > normal_apple_id@example.com
iTunes > Account > Authorizations > Authorize this computer > normal_apple_id@example.com
iTunes > Account > Authorizations > Authorize this computer > household@example.com
iTunes > File > Home Sharing > Turn On Home Sharing > household@example.com
The above worked for me, since BOTH accounts must have the computer authorized.
Also, if you're using two-factor on the account and a very old iTunes, you must concatenate the two factor code onto the password as you enter...

Isn't there a place that defines what error codes like 5599 mean?....Does code 5599 in particular mean there is an Apple server problem...and user action is to wat until apple solves the problem? It would be nice to know..
I had the same issue, so I logged in to iTunes Store first. Only then was it possible to activate home sharing without error 5599.
Same error code here too running Win 7.
I'm having the same problem in that Home Sharing errors out, "Home Sharing could not be activated because an error occurred (5599)". I don't have any ATV's, just a wireless MacBook Pro,, Haven't found a solution yet but just started looking around.

I had the problem on AppleTV, iMac and iPad.
It turned out to be an issue of my apple-id not being up to date as far as my credit card had been changed, as is done from time to time. When the new credit card number was filed-in, the error was gone the next day.

"Authorize" the computer. Then try it again. Worked for me finally! Go to Account, Authorizations, Authorize This Computer
