#1 is the original "Bear Flag" of 1846; #2 is a slightly modified version of the current CA state flag. I deleted # 2 and then added it as a "new" photo in the # 4 position but I still didn't get the view that Colin said I was supposed to get on the "Finish or Crop your photo again" page. The same thing happens whether I use photos #2, #3, or #4

As explained elsewhere in this topic, you must earn a certain number of "reputation points" (I believe 500?) to reach a user level (level 3?) to be able to create a custom avatar. For more about points & levels, see this tutorial page.
