Can I configure Spotlight to search everywhere, including system?

For some (very annoying) reason, Spotlight refuses to search system folders such as 'Library' and 'System'. Is there a way to configure Spotlight to search everywhere, including those system folders?

Mac Pro 2.8 GHz Quad-Core Intel Xeon, Mac OS X (10.6.5), Apple LED Cinema Display

Hello, where is gone top hits on Spotlight search? In 7.1.2 I haved, it's super function when find people to call, but 8.1.2 / 8.2 it's gone And don't understand why???
